The motion asks the Board Member Review Committee (BMRC) to adopt two best practices for ESC candidates: a candidate scoring process, and a proactive nomination process before anticipated seats become available. The impetus: at the May 2025 BMRC meeting with 10 ESC candidates, no criteria or unbiased evaluation method was used — a process the motion says could be improved to find best fit for Chapter 23-55's purpose. Since inception in late 2017, the ESC has experienced 13 vacancies of 3+ months, impacting its effectiveness and the volunteer experience of members. The ESC suggests BMRC adopt a policy with an overall goal of no vacancy longer than 3 months. This is a governance story with implications for how Atlantic Beach fills any advisory board seat.
