Case CE26-0002 was filed February 10, 2026, against 1880 Atlantic Beach LLC for an unpermitted fence, unpermitted land use (accessory uses and structures), and outside storage of construction equipment at a parcel identified as 0 Mealy St (RE 172356 0000).12 The initial inspection found the property zoned "RG" but with a primary use of "vacant" per the Property Appraiser's office — the parcel was being used as equipment storage/staging, with multiple trailers, two containers, several work pick-up trucks, multiple pallets of pavers and other construction materials, and a chain-link fence erected after Google Maps' last drive-by in May 2024.13 State records show the LLC's registered agent and authorized manager is William M. Easton, 2650-2 Rosselle Street, Jacksonville.14 A March 17 reinspection found no permit for the fence filed, trailers and boats remaining, and pallets of construction material still on site.15

Case CE26-0006 was filed February 24, 2026, triggered by a formal neighbor complaint on behalf of an 86-year-old woman who has lived adjacent to the property for over 50 years; the complainant reported excessive trash and debris throughout the yard, multiple dead chickens producing a strong persistent odor, and photographic evidence of both live and deceased chickens.16 The initial inspection was conducted from the neighbor's backyard, with access granted by the owner's son Jason Davis; the inspector observed multiple dead chickens, trash/junk/debris throughout the backyard, a lot of trash bags, tree debris, bottles, and household items in the front, and one live hen running free.17 As of the March 20 reinspection, violations included free-roaming chickens, outside storage of junk/trash/debris, trash containers not having the lid closed and filled past capacity, and not following the pick-up schedule.18 Some violations (dead animals, outside furniture) were corrected by that date, but outside storage and free-roaming hens remained.
